Pilot Records Improvement Act of 1996 (PRIA)

NOTICE: On December 7, 2021, the Aviation Data Systems Branch will no longer accept FAA Form 8060-10 to request FAA records under PRIA. The requirement to review a pilot's FAA records under PRIA is still in effect and is expanded on by 14 CFR Part 111. Air carriers and operators who must review FAA records under PRIA and/or § 111.105 must use the Pilot Records Database (PRD) to obtain the records beginning December 7, 2021 in accordance with § 111.100(b).

Due to the Corona Virus, the Aviation Data Systems Branch is currently unable to process any PRIA or PA requests submitted via the US Mail or FAX. We are still processing requests submitted via email and the Pilot Records Database (PRD) can still be used to access FAA records. Until further notice, please scan all signed forms and email them to the Aviation Data Systems Branch OR use the PRD to access the FAA records under PRIA. You may email any records requests or questions to 9-amc-afs620-pria@faa.gov. This policy is effective as of March 23, 2020 and will be updated when conditions change.

PRIA and 14 CFR Part 111 require that certain hiring air carriers and operators operating under 14 CFR parts 121, 135, 125, 91k, and air tour operators (91.147) evaluate certain information concerning a pilot/applicant's training, experience, qualification, and safety background, before allowing that individual to begin service as a pilot with their company. The FAA-records are obtained via the Pilot Records Database (PRD). Non FAA-records are obtained via the PRIA process as described in Advisory Circular 120-68J. Beginning June 2022, the PRD will also begin to contain some non FAA-records.

NOTE: The previous process of requesting FAA-records using FAA Form 8060-10 has been discontinued as of December 7, 2021.

FOIA requests may be submitted for a wider range of subjects taken from the Accident/Incident/Enforcement data systems, the Service Difficulty Reporting system, or the PTRS tracking system.
